So today while I was waiting for the bus at Joyce Station, an elderly man approached me and asked me if I knew Chinese, and I said yes. (He asked me in Chinese) So it turned out that he wanted me to read something for him, and he gave me a slip of paper. The paper said that his car had been impounded, and told him to go to under the Granville St. bridge to pick up his car. He looked very distraught and told me that his car got towed, and he needed to go get it. He also spotted right away that I was born here because of how I spoke. I assumed that he wanted directions to get there, but he said he had to go home to Surrey to get money first. But he had no money to take the bus, so essentially he was asking me for money. Unfortunately, the only money I had on me was a $20 bill. I told him I had no money and that I couldn't help him.
Should I have given him my $20? I feel like I am a bad person because I was not able to help him, even though I could.

You couldn't have helped him. Buses, no exceptions, do not take bills (although sometimes bus drivers might let you ride for free). 20 dollars also probably isn't enough to get him to his home. There might be an instance where people on the bus will break it for him, but unlikely. And now that I think of it, since you were at a skytrain station, he probably could've bought a ticket with the 20 dollars and gave you the change.

ps. if he can't read english that's also probably why he had his car towed.
